First, you need to have access to Kanto. To do this, you need to defeat the Elite Four and the Champion in the Johto region, and then obtain the S.S. Ticket from the S.S. Aqua in Olivine City.
Once you have the S.S. Ticket, go to Vermilion City and board the S.S. Aqua. The ship will take you to Kanto.
In Kanto, make your way to Route 36 and enter the underground path. Follow it until you reach Route 7.
On Route 7, head to the Celadon Mansion, which is located at the northern end of the route.
Inside the Celadon Mansion, you'll find a woman on the second floor who will give you a Fire Stone if you have a Vulpix or a Growlithe in your party.
